To be considered a refugee, one has to be forced by war or political turmoil to leave once country. A refugee is a person who had to leave their country or die.

A refugee is basically someone that has come or immigrated to a country to seek protection and safety. They might be running from the law, or want to escape persecution, there are many reasons why refugees may leave there country.
They may leave because they are being persecuted for what they belive, their religion, or their values.
An example would be in World War One. Many people immigrated to countries such as Canada because they feared persecution or were being persecuted for what they believe in.
There could also be political reasons involved.

My personal definition of a refugee is anyone who is seeking shelter in another place due to any of a number of reasons, such as political or religious persecution, man-made disasters, or natural disasters.
Sometimes this can mean leaving your home for a new one in a completely different country or culture.

Refugee is a person who is forced to leave a place where his ancestors had lived for generations for any socio-political reason and forced to go to another new region where he is treated as an outsider. It is not necessary that one has to leave ones own country and go to a foreign country.
