They co-existed at the same time. The wall was built to protect civilization from the barbarians, but the Roman Empire was on the other side of the earth. Eventually the barbarians invaded the empire and (together with internal corruption) collapsed it. Whether they were the SAME barbarians is a matter of interpretation. The barbarians are, in fact, always with us.
