No team has ever gone 0 and 16, but Tampa Bay went 0 and 14 back when there were only that many games.
The raiders are certainly on their way to becoming the first that's for sure.
"The team [Tampa Bay] went 0-14 in its 1976 inaugural season, then lost the first 12 games of 1977. When they beat New Orleans to win their first game after 26 losses, he declared it to be, "the greatest win in the history of the world"."

It has only happened once, when the expansion Tampa Bay Buccaneers went 0-14 in their first year of existence (1976).
The Raiders are well on their way to being the second.
