If everyone avoided obeying the law, we would have society of Anarchists and you could not go anywhere, you would have to be afraid to be murdered randomly by some fanatic. Therefor to have a functional society, we must obey the rules or face the ugly consequence - JAIL.

Rules just tell you how far you can cheat without getting into trouble.
If the rule says "you can't punch your brother more than 4 times" it also means that you specifically CAN punch him 3 times, and that's OK.
