did the northwest ordinances provide free trade for all states and immediate statehood for territories north of the ohio river ?

No, the act required a population of 60,000 prior to statehood. It took 16 years before Ohio became a state. It didn't really deal with trade between the states.

It did establish how the territories were organized, and this promoted commerce.
