How do I launch a local application using a link on a local html file?

I am trying to create a page of links for my personal use and I would like to us some links to launch outlook or other MS applications.

A file:// link might work, at least in IE, and if you know for sure the location of the binary.

Any executable launched from an .html file in a browser window is a
serious security risk. I hope you never figure out how to do it.
