nothing unless you have a way of pumping the water into the balloon. then if you did that you would have same the same amount of water in pool until you remove the full balloon.

If the balloon was filled with water, with no air bubbles, it will have a neutral buoyancy. Meaning it will sort of hover wherever you place it.

first of all i dont think they have a big ballon in the world if they did it willpop b/c of all its water
