You need to be examined by an eye doctor and get the right prescription first- then there are tons of places on the web.
Figure out what style you want first- there are hand painted custom lenses, 'immortal fx' lenses, durasoft colors, pretty eyes and so on.
I have seen 'sample' Plano (no prescription) colored contact lenses at the flea markets- it's not 'legal', but they are available.

I think you have to get colored contacts through an opthomologist's office...unless you can try 1800contacts.com
