Kazan has an international airport!
It is 15 KM from the city centre...

Luftshanza fly direct from Frankfurt (Germany) to Kazan. They are the only western airline that serves the airport..

Otherwise I recommend you flying into Moscow..and getting one of the daily flights to Kazan.
Siberia airlines, Areoflot and Utair all fly to Kazan from Moscow.
Siberia Airlines is the cheapest and offers flights from 55$ one way.

"Kralji" gave a great answer. Two caveats - KZN - FRA LH3211 is not a non-stop flight (they have a stopover in Samara - another international airport close to Kazan). and it flies only 3 times a week. (Samara to Frankfurt LH3213 flies daily)

You can also fly via Turkey or Sharm-el-Sheikh, but I would recommend flying via Moscow instead.
