It would be Phosphorous Trichloride, not chlorate as was said in a previous answer as the Chlorate ion contains oxygen which is not contained in this compound.

dichlorine heptoxide is the anhydride of perchloric acid (the 'a' in hepta is unnecessary in front of a vowel, except when its omission leads to ambiguity, or at least it used to be back in the day)
