You don't have enough information to make that conversion. hp is short for horsepower, a unit of power. kmh is km/hr, a unit of velocity. Power is equal to force*velocity, so you're missing a force to use in your calculation. That would probably be the force the engine must supply to overcome the friction on the wheels and the air resistance against the moving car, but you'll need a lot more information if you intend to calculate that.

Hp = horsepower
horsepower is a measurement of potential energy, not kinetic energy, so there is no speed, but 24 horsepower is about equal to the amount of energy released if 24 horses were starped together, and ran in place

We would need more information on what you're asking. The Ford Model T engine had around 20 horsepower and It's top speed was ~45 miles/hr. 45 mph = 72.42048 kph
