To me it just sounds like her body caught up with her age. If you really want to help her run WARM water over her legs and feed her bute if she really needs it. Keep her walking at a steady pace and when she's not walking (like feeding time) keep her in a stall that's clean and has a decent amount of bedding in it. If there's too much bedding or too little, it will just make it worse.

I cannot tell you what it could be but I can tell you if you are going to have a vet out (right thing to do) do not do anything for the horse now. If you give the horse something like bute, the vet will not be able to see what is going on, at that age, it could be a lot of things. I know I do not have to say arthritis, did you check the feet, for abscesses, there are some many things to list, but I am not a vet and do not want to point you in the wrong way, well I wish you the best of luck and way to go on the age, you must have been a very good equine Mommy, (O:

try getting a pale or some kind of bucket and soaking her leg in hot water and epson salt for about 1/2 hour.
try messaging her leg roughly. and do some fast walking and trotting with er to loosen it up.

if you baby the leg and let her baby it, it will just get even worse. make her walk. but not too much let her talk a few breaks but not every other step

this happened to my horse and he was favoring his right front leg a lot. i made him walk and in no time, it was better and he could run again.

get some horse linement, or just your run of the mill ben gay or icy hot and rub on them. Absorbine JR. has a really good horse linement that you can pick up almost anywhere. Good Luck.
