The American and the Russian do NOT test nuclear weapons anymore! The French do not either and last time I looked there is not country called frogs!

N. Korea isn't stable enough to have nukes. When you have a wacko running a country you don't trust him with weapons that could take out an entire country. Kim dong bill will probably sell this technology to terrorists if we don't give him more cash then anyone and everyone could be the target of a nuke.

it's down to power play, the north koreans has america by the unmentionables. the u.s. / u.n. are in a 'catch 22' if they impose heavy scantions on to n. koreans and causing it to collapse, where do they think the north koreans nuclear arsenal going to end up? that's right, terrorist. but bush has declare war on terrorist and this blatant disregard of his warnings by the n. koreans has him rile up, big time.
summary:
1/ do the u.s./u.n. collapse the n.k. economy and thus give nuclear capibility to terrorist
or
2/ bush lose face to the north korea and leave them join the nuclear club
the outcome should be interesting
