As a defence mechanism. If they aren't quick witted enough, this gives them time (if even a couple seconds) to collect trheri thoughts and give a more appropriate answer versus what they would have blurted out in the first place.

god I do this all the time- it drives my husband mad!- I think I say "what" whilst trying to think about the question asked the first time so there is not a pause- unfortunately we usually just end up arguing about me saying What -so the question was irrelevant after all!!

It gives them extra time to think of an answer to the question, If the question is one regarding knowledge or an to think up of an excuse if the question is in regards to something they have done and should not have done, if you get my meaning!

Depends on context. Anything from a conversational gambit to a warning. Be insulting to someone and their " what " speaks volumes.

I only do that if i need to lie....it gives me more time to think of an excuse while they repeat the question. Otherwise I ask "what?" if I don't hear the question...
