For a do-it-yourself fix some combination of rust killer, fiberglass, and bondo would be your best bet.
Remove as much rust as you can with a wire brush and sandpaper. A good product is calle "Ospho" and is available in most auto part stores or even hardware and paint stores.
It converts rust to a black paintable surface.
Bend in the metal around the repair area a bit, so the filler will extend over onto good metal.
Fill with fiberglass filler, like "Claw Glass". finish off with Bondo.
sand smooth, prime, and paint. This repair will last 2 or 3 years before the rust will start to come back.
You can get touch up paint in spray cans that may come close to your color.
Another option is to paint flat black accent stripes covering the repaired lower fender portion.

The cheapest way is do it yourself and cut out where there is rust and put new metal there! grind off the heads off the screws or rivets and put fibreglass on it not bondo it will pop out again! Then sand the surface till you get it where you want it and then get cans of matching paint and spray it!! It should last you for a bit and you will not see the rust!! Or if you want to spend a little bit more money go to the local scrapyard and grab fenders and a tailgate and sand them a bit and spray them!!! Good luck!!

best thing to do is to grind or sand the rust away, then coat it with some rust remover/rust inhibitor stuff from the auto parts store, you pretty much just brush it on.
Get some good quality bondo or body filler and fill the holes made from grinding, sand it smooth and primer it. With a little bit of work, you can get it shaped pretty nice

The best way to get rid of the rust on your panels with out loosing anymore metal is blasting with wallnut shells and then a good coat of primer to stop it from rusting until you decide on the paint. But if your people don't like the way your ride looks let them find another ride. That rust just lets people know your ride has been around and still rolling. "PEACE"

I had a Chevy pickup once that came from south Dakota with a lot of rust. I bought another pickup, with a blown engine for $800, sold the engine for $400 and replaced the body on my original truck. sure, it took a weekend and a few clever uses of the hydraulic jack, but it got rid of all the rust.

well seeing as how im your girlfreind and me and your mom know everything, yes you should definitely sell your truck and get a new one cuz by the time you're done trying to fix the rust problem, which is basically the paintjob for it, you could buy a new nice non-rust covered vehicle that even we wanna be seen riding around in...

if in uk we have stuff called kuerust, u sand the rusty bit, paint on and leave till turns black then paint over...it stops further rust production and cures the problem area. failing that i'll give u a fiver for scrap

Sand it down to bare metal, fill in the holes that are left, sand it smooth, then prime and paint. It's labor intensive, but not at all expensive.

depending on how bad it is, many companies offer aftermarket fender flares that will cover the majority of it. be imaginative with the tailgate. go to home depot and dig something up. gl.
