it's from a foreign country so.. like ireland is 00353 but it would show up +353

Overseas numbers in England or other parts of Eurpe sometimes do this. I have seen them written that way in some of my exatic car magazines.

on cell phones it's the same as 011, the code for international call

Um, sorry can't help you there but i know that those weird countries like cuba's telephone numbers start weird to, maybe call information and ask them!
