The best way for pre-teens to be safe online is to have the parents supervision at all times. If your ISP offers multiple e-mail boxes with your account, that would be the best place to go. Then, tell your child not to distribute the e-mail address freely. Make sure you know the identity of anyone who will know your child's e-mail address. Then, watch as your child starts to access the e-mail and tell them to immediately trash e-mail from any unknown source. It's harder, though, for spammers to get ISP e-mail addresses than it is for them to learn addresses on Yahoo or Hotmail.

I registered my own domain name and setup email accounts with a hosting provider. I can have up to 25 different addresses for that domain. (check out 5dollarhosting.com or godaddy.com)
Then I created an address for each member of the family.
As the administrator, I set the spam policy globally for all the accounts. If I want to be really restrictive, I could create a list of acceptable addresses.
That gives me a lot of control to keep everyone safe.

Never open an email if you don't know the sender. You are the one who has to use your head and keep yourself safe. It's not the server you have it's how you use it that matters.
