Ugh! A restaurant with roaches!?!
AND they won't LET you kill them?!?
(Oh great... spraying chemicals around the food is SOOOO much better!!!)
I just found out last week that a Chinese restaurant that my husband and I always ate at when we were at the mall has been closed down for "extreme health code violations" ICK!!! It was ALWAYS super busy and yet, you know, looking at the place I always kinda thought... but I never wanted it confirmed. (Regardless of the roach eggs thing maybe you should give me the best answer just for that... 10 points to make me feel better about being the victim of a gross restaurant... :-) Blech!!!)
The roach eggs thing sounds like an urban myth to me, but was English the first language of the owners? Maybe something was lost in translation... or maybe this idea comes from a certain ethnic group... more to the point I wonder where the person that told you heard it???

If you kill the roach, the eggs inside (now on the floor) will no longer have anywhere to develop or a source of food and will die, just like the roach. That is an urban myth.

I had to laugh when I read your question - but I think that's just an old wife's tale or urban legend. But, I would recommend spraying with a roach killer.

no first ROACHES are nasty!!! if you have 1 roach you will have more. TRUE!! you need to put roach proof of some kind down soon. Or eventually you'll have them everywhere! This coming from one who panics over any and all BUGS

Boric acid , it is very effective when used properly for killing
cockroaches and most other insects.
