There's a photocell in the base of the unit that detects light down to a particular lumens rating. That prevents the light from burning during the daylight hours. To test it you can put a piece of tape over the light sensor temporarily.

It most likely has a photo cell along with the motion detector. Not to worry, it's probably working fine.

Isn't there a little photocell? You don't want it coming on in the daylight for no reason.

other answers are correct - the fixture has a photocell - it will ONLY come on at night when it is dark.
