Some do some don't. If there is enough water pressure then a pump is not needed. If the pressure is low or you want a high fountain then you need to use a pump.

One of the finest water fountains I know is at Chatsworth House and this works soley with gravity fed water - it's very spectacular.
However, in our garden we have a much more modest system that works with submerged electric pumps.

yes if it pushes the water up and bak down on top of itself or one like it. you need something to pushj it bak to the top or else you would run out of water. so, yes
