Nikki..I will tell you exactly what it means. It means that the person who has paid you via Paypal has asked Paypal to take the money from their credit card rather from their bank account. I do this when I am buying..there is a small link in Paypal which says "other funding options" & it allows the buyer to tell Paypal to finance the payment from a credit card rather than from the bank account.
Your paypal account at the moment cannot accept credit card payments via Paypal. It needs to be upgraded to premier inorder to accept credit card payments.
At the moment your buyer will see in his/her paypal account that the transaction is not yet completed & that it is awaiting action from you.
Having said all this, it is ALWAYs best to ring Paypal first ..they are open until 22.00pm in the UK & their tel number in the UK is 08707 307191
They are quite happy to talk you through anything even whilst you are actioning it on the net.

Yes its correct you need to upgrade to accept most forms of payment from paypal as people fund their paypal accounts through various ways, Credit and debit cards, bank transfers etc.
Paypal will take a small fee and the money will be instantly in your paypal account unless thay paid by e-cheque.

If your buyer paid from an existing balance or his connected bank account, you wouldn't have to upgrade (as long as the amount is under $500./month).
But if he paid with credit card (and that's all he is willing or able to do) you have to upgrade.
Unfortunately once you have done that you will have to pay every time you receive money.
The fee is 2.9% of the amount and 30 Cents per transaction.
It's a ripoff, but they have a virtual monopoly
Make sure you charge enough for shipping that you'll at least recover some of the fees incurred.

the basic paypal account does not allow you to accept eletronic payments, so just follow their instructions and upgrade.
paypal will charge a small fee, something like 3%.
how long it takes the money to arrive depends on how the buyer paid. if its striaght from his own paypal acct then it will be instant. if its via a creditcard through paypal then it will show up after the card's charged. if its with a check or from his bank acct then it will show up when its cleared.

If you log on to your paypal account, you can find all the details about upgrading your account.
Money should reach your paypal account fairly quickly once this has been done.

make sure the email is legit, it could be a fake or phishing site, just trying to get you credit card number. And if the auction hasn't ended no one can pay you. Oh and to recive the money, you shouldn't have to upgrade. I wouldn't do, contact the buyer first.
