The dog is the LAST one that I would blame. I would start with the parents of this child. Then I'd say the child is next in line to blame

I agree with you. And I don't like the fact that so often the dog is "put down" as if it was their fault. The tricky bit is making sure the dog was provoked by the child, and that's hard to do unless there are, as the person stated above, witnesses to the attack.

First is the owner of the dog. A dog owner is responsible for what his dog does, good and bad. If this dog is unsupervised, then whatever happens is STILL the owner's responsibility. If the owner is there, someone could prevent any mishap, and to guide the child and/or dog. Or to remove the dog from the child's reach.
If you don't want to be responsible and enjoy all that an animal involves, don't get one.
Then the Child's parent is responsible for what his child is doing.
My first question is how that child got to be around a dog, unsupervised. Children should be supervised, and raised to be kind and loving to animals. If a child is not kind, they should be watched, in case the dog is not kind.
Then the child is responsible. Any child over the age of 3 knows not to touch and taunt dogs. If they don't, they should. Any child who teases an animal EVER is not being raised correctly.
Last, the dog is not responsible, because he was just reacting to provocation unless he is a monster. Then, neglect or purpose from a human made him a monster.
To be responsible, you have to have some element of being able to make a decision to do something. Dogs make very basic "DECISONS." They might decide which bush to pee on, or how high to jump, or whether to drink water out of the toilet or his dish. They RESPOND to stimuli.

The child's parents - or whoever was supposed to be supervising the child at the time - is at fault. Also, the dog's owner has a responsibility to do all they can to protect the child - if they ignored a dangerous situation, that is reprehensible. Of course the dog is not to blame, they are just defending themselves. And it's not the child's fault, either, depending on their age - they have no idea what they are doing.

the child gets what it deserves,the person in charge of watching it(child) or the not present at time of attack parent is to blame.the dog is not,thats what happens when you bully things,they will come right back at you.
