Officially it hasn't finished.A film version has been in progress since 2001, but it's been beset by various problems. The cast wanted more money, the producers hadn't enough money to make the sfx, location problems, Kryten & the Cat fell out. Last i heard Rimmer had quit altogether - that was ages ago. Chloe Annett has gotten married and had a baby (i think) - so she's out of it. It's on hiatus, which is a pity cos the film was meant to tie up the previous 8 seasons and continue with new adventures.

The real reason is that it hasn't!
For the first 5 series, Grant Naylor Productions made a new series about every year.
Series 6 arrived several years after series 5 (in the meantime there was an ill-fated attempt at making Red Dwarf USA using all different actors except for Kryten (Robert Llywelyn) and the time was spent well, with sharp one-liners, great lighting and sets and the quality of the scripts was maintained throughout the series (as opposed to some earlier series where some episodes were great and others were average) .
Series 7 and 8 came several years later and the writers hadn't rested on their laurels. They had a new filmic look, made Kochanski, now played by a different actress (Chloe Anette) a regular and concentrated more on the relationships between the characters rather than always having a 'villian of the week'.
Chris Barrie (Rimmer) only featured in about half of series 7's episodes, allegedly as he wanted to concentrate on other work (including the ill-fated 'Prince amongst men' sitcom in which he played a perm-haired footballer).
The long talked about Red Dwarf film is due to be the next Red Dward project and it has been said that the success of it will influence whether another Red Dwarf series is made. After 8 series, the writers may feel that they have reached their peak.

It's because they were planning a film, and the writing of the last couple of series was to turn it into something the studios would pick up - e.g. introducing the love interest, etc.
Of course, studios being stupid, one exec suggested Hugh Grant for the part of Lister! As Douglas Adams said, the film-making process is like grilling steak by having people come into a room and breathe on it. So, don't hold your breath!

it was going to be shown in the USA, though they deemed that they would not understand Lister, comprehend Rimmer or find the cat of interest - hence it got binned - look where poor listy has ended up now - on bloody corrers.....the shame of it

even though it is a timeless classic all the actors wanted to move on, and it would not have been the same if they replaced the characters with someone else
