"1630" If the civilian time is before noon, it is what it looks like. Example: 7:30am is 0730
If the civilian time is after noon, you simply add 12. Example:
7:30pm is 1930.
Military time is much clearer because it goes on a 24 hour clock, while civilian time goes on a 12 hour clock.

Military time is based on a 24 hour clock. After 12 noon, then next is thirteen hundred hours. Therefore, 4:30 PM is stated as sixteen thirty.

Military time is expressed by use of a 24 hour clock. It starts the day with the first minute or 0001hrs--12:01am--and ends with the last hour or 2400hrs --or 12:00am. So, just start counting the hours til you get to the one you need. So, 4:30pm would be the 16th hour of the day. That would make it 16:30hrs.
