Because it lasts a long time, and it's a shame to waste the hides of all those cows we eat. It doesn't leave scuff marks as much as some rubber-soled shoes do. It has less friction than rubber (or more modern synthetic equivalents), but I don't know whether that helps a toddler. It looks more elegant, which matters to some parents. I'm just guessing at these, so the real answer may differ. Your mileage may vary.

well, they can't really walk yet. they aren't gonna be as active as use playing ball or soemthing, so they save the rubber and just put leather.
