Japanese TV is several times more violent and more sexual; even the "kids" shows.
But Japanese parents are usually strict disciplinarians as well as the public school teachers. Kid's generally know the difference between entertainment and real-life. And society as a whole doesn't put up with juvenilles the way some nations do.
yes, the women are drawn sexy and naked because that's the way boys like it (they are not drawn like that in every single case though).
There is also perhaps a negative attitude some have toward women. Perhaps Japan is still primarily patriarcal but it is changing.
Contrary to some popular notions, having a strict, order driven society doesn't stifle artistic expression and sexuality. Anime proves that.

It's to get the attention of the dudes. Think about it... if the girls were all ugly tomboys then guys wouldn't want to watch it. If they are attractive then guys want to watch it a lot more. It's sad but true. Guys usually watch anime for the pretty girls.

The cartoonist draw anime girls to be dee da dee's to feel masculine because they feel emasculated. Men draw female characters this way because real girls would hit them with mallots. Note any strong female character that is not dependent on a man has less boobs and a pissed off attitude. These type of women are men's fear factor.
