Because it is a much more personal act for a woman to pleasure herself. To a man.. its like some testemony to thier manhood or "coming of age". a primitive subconcious need to prove that they can make babies.
women just do it in a different way, by dressing sexy and showing off curves. its all about atttraction. Females believe that masterbation is a sensual private act, and will only share that with some one they really care for.
Its not like porno... when a woman masterbates purely for the benefit of who is watching.
