Are you in high school or college?
If it's high school-
You may want to make an appointment with the head of the department and explain your situation. I could be that your teacher has an accent and may have some difficulty getting her instructions across. If you don't get anywhere with the dept. head, go to the Principal.
If it's college-
Is this a full faculty member or a teaching assistant? That also makes a difference in how you approach the Dean. If it is a teaching assistant, you will need to talk to the Prof who is supervising her. If she is a professor (not a TA or Grad Student),
then, you need to go to the Dean.

the two talk with the top or in case you do not experience mushy doing this then ring your community education authority. You haen't mentioned what the difficulty is however the police may be an selection in some situations.
