it's everything about him... not only the mask, but the ghostly character he plays. the entire play/musical is a mystery type genre. it is also a love story... so it tends to make you want more and more.
in real life we aren't usually attracted to someone who wears a mask. most of us would think, "it's not halloween yet, is it?" and "why on earth is that person wearing a mask? what are they hiding?" in this case... he hides his "true self" behind that mask and just the vision of the mask alone is what we relate mystery to.

It's the fact that he's mysterious. He has two different personalities. The one that he shows to the world and the one he hides from everyone. Think about it and you'll see what I mean. ;-)

I think it's his lyrics...that and his incredible knowledge of things, like architecture. If you have read the book by Gaston Leroux, then it goes deeper into the Phantom's character.

1) The mask- not knowing who he really is
2) his voice- wouldn't you follow a man with a sweet sounding voice like that
3) the lyrics to his songs-suductive.
