is there anything that I could do before I get it smogged.

You think maybe a tune-up might be an idea? While you are at it change the air filter and the PCV valve - all 3 will give you a cleaner exhaust and may stop the loss of power. Mote - you may also need a new O2 sensor but that should be part of the tune-up.

fill it up with super unleaded, run the car for a good 1/2 our at freeway speeds, ie drive 15 minutes at freeway speed, drive back then when you get to the smog place, leave it running. This should get the cat nice and hot.

If it fails after that, then you need to look for the problem.
