As to the logistics, having a back-up to the Vice President -- well, what if something happens to the Vice President who becomes president and the backup has to..... well, you see where it goes.
The founders thought one backup was sufficient.

When Spiro Agnew left in 1973, Nixon appointed Ford Vice President. When Ford became President, he appointed Nelson Rockefeller as his Vice President.
Since then, it has not been necessary to replace the President or Vice President.

FYI - Only P is wrong... The Secretary of State is FOURTH in line to the Presidency.... It goes:
1. Vice President
2. Speaker of the House
3. President Pro Tempore of the Senate (Ted Stevens, AK)
4. Secretary of State

If I remember correctly, if the vice-president becomes president then there is no need for a vice-president because from that time until the next presidential election, the systme will run on a succession basis. If the Vice-President becomes president but then dies, I believe the next in line is either the speaker of the house or the chief of staff. And the order just keeps on going until the presidential election.

It must be a quirk of the US system of Government. Surely, a VP only gets to be president during that president's term of office, should the holder of that office die or have to leave the job for another reason???
