I am a teacher of the blind and visually impaired. In my experience I do not believe that to be true. They may not judge a person on how they look, however, they can still be judge mental. A blind person can judge a person based on the tone of their voice, unfortunately they do not have the luxury of seeing facial expression and body language. Sometimes they can misinterpret what some one is saying, and be very quick to judge. For example, sarcasm and humor is often mistaken for a bad attitude- because they can't see the facial expression.
