Due to new European laws from Brussels it is now outlawed for a woodchuck to chuck wood as there is a risk of splinters having someone's eyes out.
So the question is not if a woodchuck could chuck wood but should a woodchuck chuck wood?
The answer therefore is simple.

I once looked up wood chuck in the dictionary, it's another name for the chipmunk.
So it's a small animal with tiny little paws. It would chuck only smallish pieces of wood, but I would imagine it's quite strong because of all that leaping around and tree climbing so it could chuck wood for a fairly long time

Just for the record, a woodchuck is not a beaver or a chipmunk. It's a medium-size mammal, almost as large as a beaver, also known as "groundhog". Woodchucks don't chuck wood. Beavers do. And sometimes professional baseball players.

woodchucks dont chuck wood at all, there not beavers and they dont do anything to trees. the only reason its called a "woodchuck" is because the name the original american natives called it something sounding similar to "wudcuk" and to the english it became "woodchuck"
