I have 6 sons who have constantly grabbed their "bits" since they were babies, and a husband who's hands are always down his pants. He tells me they get uncomfy and he is just re-positioning? Not sure I fall for that one!

Ha ha, easy...to make sure that they are still there!
I think it is just something men do, like women, always powdering their cheeks or looking into those daft little mirrors that come with the eye powder!
It would not be nice at all to watch a women scratching her crotch, so I know where you are coming from..lol.. and I am a man with four sons!
It is true though, sometimes it does get uncomfy and I have also been caught fishing down my pants to rearrange my things!

Of course they need repositioning sometimes. Look at the design! Mind you, some lads seem to be forever fiddling with their bits, especially since the rise of gangsta rap. Have you seen the music videos of all those big tough "homies" holding their winkies like little boys?
