I think so. They can train how they react to certain events. First, when an event occurs that would normally trigger a "sensitive" reaction, the person must think about what they are feeling and why and whether these feelings are justified. A good way of doing this is by imagining they are someone else who they admire and thinking "what would X do in this situation?" "would they be hurt or blow it off?" Then try to act accordingly. After a while, it will feel natural. Or if they have a friend they can trust, they could bounce their feelings off that person to see if they are being overly sensitive. The sensitivity may not really change, but the reactions the person has may and they will likely feel better about themselves and their relationships. Also, viewing themselves in a more positive light would probably decrease a "sensitive" person's reaction to negative stimuli.

Actually yes. Over sensitivity or acute sensitivity can be balanced with acupuncture and massage treatments. You'd have to approach it from a different perspective other than medicating yourself or numbing your feelings with denial. The treatments that I mentioned work but they'd have to get done on a fairly regular basis to be effective.
