Whats that straight tube shaped instrument guitar players put on there finger to fret more than one fret at a time.

A slide goes on the fingers. I think that is what you are thinking of. You can move it anywhere on the string(s). A capo is something they put on the guitar neck that also holds down all the strings on one fret.

A Slide. They're made out of steel, brass, ceramic or glass. Different weights thicknesses etc.

The old blues men made them from wine bottles. Hence the name "Bottle neck" guitar.

Duane Allman used a glass medicine bottle, those are popular too.

Most of the slide players use alternate or open chord tunings.
