A bill is what goes before Congress or the Legislature as a proposal. If it passes committee and a vote it becomes a law. The act of making a bill into a law is the Act.

A bill is a law in progress.. Usually that is written by the legaslative branch of government (law making branch). This is voted into power by the members of the Upper and lower house, and the senate.
An act is already in "act".
For example, Act 1 of the intolerable ACTS.
It was already in progress, but act's arent always permanent.. as you seen with the intolerable acts.
