Yes. In Windows, when a file is deleted, it is not deleted permanently. Instead, the space on the hard drive where the file is stored is marked as free space. Think of it as a VHS tape on a VCR. You record something on the tape. The only permanent may to remove it is to record over it. The same thing is true about files on a hard drive.
