The best time to visit is between Mid October to End March. It is not cool, but pleasant. However, in hill stations like Kulu, Simla, Ooty it is really cold. All the best and have a nice stay.

If cool is concerned with temperature, it is December to February when temperature will be between -8 to 10 degre C. in most of the places. If cool is concerned with pleasure , it is festival season between September and November when Diwal and Dussera the greatest festivals of India fall.

d'yu mean 'cool' as in when you'll have the best time? around dussehra-diwali (months of october and november) is the best time to visit - plenty of activities 'coz all of india is alive with festivals, and its 'cool' weather-wise too.

If you ask me i would say in between spring and summer or in between summer and fall, so it won't be so hot nor will it be so cold!
