I lived in Dubai during the 80s. Even then, it was a modern city with a thriving tourism industry.... now, more so. Dubai has American style shopping malls in addition to Arabian souks. There is even a snow skiing slope there, all enclosed, of course. The Hydropolis underwater hotel is under construction. Yes, English is widely spoken. There are alot of Indians working there who speak English, as well as British and Americans. Many westerners never learn Arabic and get by nicely. Your experience there will be enhanced if you learn some Arabic. Most people appreciate your attempts at speaking their language. When they saw how I struggle and that their English was better than my Arabic, they spoke English. The cultures are divided between western and Asian. You will, most likely, mix one with and possibly overlap into the other alittle. You don't say where you live now. I don't know how the job market is there now. When I lived there, alot of jobs advertised US/UK educated. Disadvantages? Its very hot much of the year - 109F and humid. Ramadan might be difficult for a westerner. You may not eat, drink, smoke, or chew gum in public during daylight hours. I didn't have a problem driving there (I'm female). Google Dubai for more info... its a fabulous place!

I am sure you are able to answer all of your questions posted here by searching on the web.
Disadvantages...you must be able to adapt to extremes in temperature/humidity, respecting other cultures, and a fast pace of change.
I have lived in Dubai for 4 years now, and i can not explain the changes I have seen in the city as well as my own personal experience. I love Dubai and hope to stay here for much longer.

National level Arabic is Spoken but all official documents have English translation printed. for eg., A immigration form will have Arabic as well as English you can choose which to answer.
English is widely used and understood
Overall a good knowledge of Hindi will be of great help even if you dont know Arabic!

Dubai is one of seven Emirates in the United arab Emarates it's in the middle east adjacent to arabian gulf, the main language is Arabic but tey speak english as well as Ordo. there is alote of job oppourtunities there, but life and wether are tough.
