Maybe after class you can tell him that you feel he is staring at you a lot and ask him why he is. If his answer is one you do not like, then tell him you don't like him staring at you; it makes you uncomfortable and to stop doing that.

If teacher really IS staring at you a lot, it is probably just to make sure you are doing work, or behaving yourself correctly. Nothing else than that.
Do not be paranoid. Teacher probably look at other students in same way, but this you do not notice.
NOTE: Biker's advice above is wrong. You must learn you, nor anyone else, has a right to tell other people, like teacher, what to say or do. Teacher can look or say anything they want, and so can anyone else. You have no right in this regard to TELL someone what to do.
No cause for concern about teacher. But maybe YOU have a "problem" with misinterpretations of others actions. Normal for school age minors.
Do not think otherwise, you just a child. Teacher only cares about helping child, nothing else.
