Our housing subdivision has a nice pond at one entrance. Kids keep dumping soap in it. Will this hurt the pond environment? Does anyone have suggestions about how to deal with this?

Over time it will hurt the pond. Algae will be encouraged to grow because of the nutrients in the soap. This depletes the water of oxygen and results in killing animals that need oxygen. The perfumes and artificial colors could also cause problems. Whoever is doing it, tell them they're killing the pond.

I would assume that over a period of time the soap would harm the pond environment. If the pond is large and they don't put a lot in, then it may not be a prob. You could contact the police department in your area about this. Maybe they can send out a patrol car. I guess that is what I'd do and they will probably have you file a report. You could also ask the other people on your neighborhood if they think its a problem and if they have done anything about it. Good luck. You may have to keep a watch out for them and then call the cops.

It will not hurt the pond / fountain tho it would if there was fish in it.
I suggest a video camera or take turns on a stake out and nabbing the little buggers and then making them wash everyone's car, seeing as they like soap and suds so much.
