Well, if you want to get technical about it, lets break it down.
For one, an alarm clock is already on, as it displays the time for you, so saying it is coming on is in fact incorrect, the alarm clock was already on.
Second, when someone yells at you (as sometimes, especially the buzzing option on alarm clocks) we state they "went off on you." I guess some people relate being yelled at to having their alarm clock yelling at them to wake up.

Again, this is all a matter of how it is seen by the beholder.
With an alarm sounding loudly in an alert mode, it can be similar to something that "goes off".

its a saying like... my bos went off on me. i think it refers to timers. when timers use to sound its alarm was the sign that it ended whatever it did. like the wistle at end of work. the timer on the stove, the timer on the oven. so maby alarm clocks back then ended when the timer went off or were so use to saying the stove went off or hear that...its time to get off.
