You can't do anything if her mother won't sign over guardianship to you. Sounds to me as if her mother thinks her daughter should be at home. Why did the girl run away from home in the first place?

If her mother gives up her rights as a parent (she will probaly be in trouble) get the SRS involved if you have to. Let them know the situation and how you will take care of her. They let familes take care of children first so you should still have her and her being that age will help as well. If her mother is being a problem the state can come and help you enroll her into school and even help give some fincial help as well. With her going to be a mother they can help as well with food and other things like health-care for the baby and her.

Depending on the state you live in depends on how you handle it. Certain states allow 16 yr olds to be emancipated from their parents. If you talk to protective services, they can give you the best advice in how to get guardianship rights. The mother could get in serious trouble since she's ran away and the mother doesn't seem to care. In most cases, since she already has a child, the courts will listen to her concerns and help.

if she is pregnant then she is automatically emancipated... but if she already has the child... then she goes back under custody of her mother. If you can prove there were really bad situations at her home to a child service then i think you can take custody.
