element having 6 electrons in valence shell is: Oxygen-(elements in Group VIA)
largest element in row 4- Potassium ( though it has less no. of electrons but as no. of electrons increases it also results in decrease of size of atom as nucleus attract it more efficiently)
smallest element in row 3- is chlorine (as nucleus attract electron more efficiently resulting in decrease of size)
