Because if there was anarchy there could not be any civilization.
If everyone did as they pleased with no rules, no one would ever cooperate which is necessary for civilization

Like packs of animals, the human animal needs guidance also. Without an agreed upon order, is anarchy.
Dont yall jump my case here, anarchy is utter total chaos,controlled anarchy is terrorism,and free anarchy is just a persons choice not to accept the standing order.

It is more efficient to have organized means of providing for a substantial population, and desireable to have a means of conflict resolution. Government answers these needs.
