no you cannot, because a vcd is encoded its own separate way, windows movie maker is diffarent it makes its one thing as data/wmv so to answer your question... no, try downloading nuro or someother burning program

but you can put all your photos into the timeline at the same length and then render
it is a movie but has stand stills instead of video
and doesn't repeat.
it is basically a slideshow that doesn't repeat
