Presumably you have gone all the way to the top of your grandson's school hierarchy (his teacher, assistant principal, principal). Keep going -- to the school superintendent, the city or county councillor responsible for education and so on until someone takes you seriously and reacts. (A letter to the editor of your local newspaper explaining the situation might not hurt either!)
I'd simultaneously file a complaint/report with your local police. And make sure you document everything (date, time, place, name and a synopsis of what happened).
Luckily your grandson wasn't hurt. But no one should be getting shot with anything and especially not at school! (Particularly with the rash of fatal school shootings across the U.S.!)
And what kind of example is his school setting by ignoring this incident!?!
Good luck!

Contact the following:

1. Police department
2. Your state board of education
3. Your superintendant of schools

Be a level-headed, strong advocate for your grandson. Violence of any kind should be treated swiftly and seriously.

File a police report. The school will fall over themselves trying to make it right. The officers will have to go to the school to investigate, so they cannot ignore it anymore.

File a police report than speak with an attorney. Also consider contacting your local media, but speak with an attorney first.
