Start a petition and have meetings with the Church council, they will remove him.

Call together the church leaders and have them expel him. Most churches have a board of trustees or an equivalent. Large denominational churches usually have some higher authority that can discipline or dismiss the pastor.

If he has actually committed a serious crime he should be turned into the police. Pastor’s are people too and have the same human failings as people in the general population. They also have a huge responsibility and should be held accountable.

I guess you would have to expose him. I was in that situation too and I dropped the church I attended with my kids for 15 years. The administrator/assistant pastor was not only a liar but a cheat. A close aquaintance at church lead me to believe he was sleeping with her (it was obvious as he was spending tons of time with her, he acted like it was taking care of her health needs). He is married and has two kids. He is a coach and he humiliated my kid in front of a stadium full of people and never appologized. He was getting paid big bucks to do nothing. But everyone loved Dan. They did not know him like I did. I could not let a preacher preach to me when it is corrupt.
If you have any contacts at the church, tell them how you feel but please have proof or get it. Otherwise it is heresay.
Unfortunately, I have found that bad people (theives, pedophiles, and con artists) get involved in churches to take advantage of honest trusting people. That is where they commit their crimes and never get reported.
Best to try and get him or her out. You need to rally others together.

The church should have a board of elders or overseers (the title will differ by church.) Bring the problem to them and let them handle it. The proceedure will vary by church as well and may take a few months.

If they don't do anything find another church to attend. Remember this is an act of men and not of God.

I have yet to find a pastor, priest or reverend that has not committed fraud.

Taking money by lying to people (instilling a false fear of the unknown) is fraud by deceit.
