Painting is amazing and opens up some wonderful doors for creativity.
Start by painting for yourself and create things you like, then if people like what you do it will be easier to paint for others. You are your own best critic and judge of your paintings.
If you have never painted before, look at many different styles of paintings, and use them as guides in my own painting. Copying is useful to help gain experience, because you learn some great techniques and the details that make the paintings special. You can then incorporate your own feelings and emotions, which really makes a personal and powerful statement.
Start with simple designs and images and eventually work into more complex ones. If you get bored, try a different style and learn about the history of the styles that you are painting can make the experience more meaningful.
Acrylic paints are great and are easier to clean, plus you get some amazing colors. You don't have to buy the most expensive brands, but middle of the road pricing is usually best when you are just getting started. I recommend getting your basic colors along with black and lots of white, and play will mixing your colors. Experimentation is the key to painting, so don't be afraid of mistakes as they are doorways to greatness.
Have fun with your painting!!
